Cosmetics require a Responsible Person

In mid 2013, the EU regulation 1223/2009 came into force, making it a requirement for all Cosmetic products to designate a Responsible Person (RP) on the market.

A RP is any natural or legal entity within the EU, acting as a representative for a designated product. For example, if a cosmetic good is manufactured outside the EU and afterwords imported, the product needs to have a Responsible Person. That might be the importing company or a selected professional entity. The RP will ensure the compliance with EU regulation 1223/2009 and will take care of the following requirements of the cosmetic product:


  • Product Safety Report

  • Product Information File

  • CPNP notification

  • Marketing Claim Review

  • Representation in front of the EU Authorities


When it comes to importing cosmetics into the EU, many requirements need to be fulfilled and sensitive information are being shared and therefore selecting a trustworthy partner is important.
